Holland Conservation Commission

Minutes of Commission meeting held on May 2, 2006.

Present: Mary vandenBerg, Chairperson, Steven Anderstrom, Ann Hall Brady, Patricia Caron, Howard Fife, Rolf Hilbig and James Wettlaufer. Absent: Helen Kreiger – died April 20, 2006 at age 92 after having spent many years of dedicated service to the town of Holland.

7:00 p.m. Chairperson called the meeting to order.

7:05 p.m. Minutes of Commission Meeting held on April 25, 2006 were read, accepted and will be distributed.
Mary vandenBerg recommended Ann Hall Hardy to join us on the commission. Her name will be submitted to the Selectmen on June 30, 2006 for the official membership.

Old Business:
Steven Anderstrom received from the Division of Fisheries and Wildlife, officially certifying by the Massachusetts Natural Heritage and Endangered Species Program a vernal pool located on Alexander/Allen Roads.
Mary vandenBerg investigated an anonymous call regarding leaves and trash on Lee St. lakefront – nothing was found.

7:30 p.m. Mark Farrell gave us 2 Notices of Intent. One for Judith and Charles Petit of 15 Forest Dr. along with a filing fee of $67.50 and for Christopher Batista of 449 Mashapaug Rd. and a filing fee check for $67.50. Their Public Hearing is scheduled for May 16, 2006 – Petit at 7:30 p.m. and Batista at 8:00 p.m. Receipts of their payment to be given at that time.

7:40 p.m. Mark Mackenzie’s Public Hearing for a Request for Determination of Applicability concerning his project at 17 Island Rd. was held. Following his presentation, motion was made to approve the project with a Negative Determination and approved by all. Applicants and all were in favor of closing the hearing at 7:50-Mary vandenBerg signed the procedure sheet.

7:55 p.m. Procedure Sheet 2006-1057 issued to Philip E. Miken of 9 Birch Rd. to stabilize and repair and replace foundation wall for building. Following discussion because of the severe steepness of the hill, motion made to have erosion controls both at the top and bottom of the hill. Seconded and approved by all. Mary vandenBerg signed the procedure sheet to that effect.

8:10 p.m. Alfred (Sonny) Beaudreau, builder and Tom Kolek of 115 Sandy Beach Rd., Map R-39-F-15.4 whose house is presently on stilts due to its being in the 100 year flood zone, now wants to build a cellar in place of the stilts. He was given Flood Boundary and Flood Way Plan and we recommended that he hire an engineer that would draw up a plan project that would protect the environment through erosion controls considering both the Maybrook River and Hamilton Reservoir.

8:40 p.m. Mike Loine of Bertin Engineering who was hired for the subdivision on Alexander/Allen Hill Roads requested a copy of the Division of Fisheries and Wildlife, officially certifying by the Massachusetts Natural Heritage and Endangered Species Program a vernal pool located on Alexander/Allen Roads, since gaining approval by the Planning Board for an ANRAD (Abbreviated Notice of Resource Area Delineation).

8:45 p.m. Heather Blakeley of Trifone Engineers presented project DEP File #184-019 to demolish and construct a single-family house at 27 Vinton Rd. for the continued Public Hearing of Michael and Cheryl Martino. Abutters present were Bethany and Robert Bellerive and Holly Calianga. All parties agreed to the project and James Wettlaufer made the motion to close the hearing at 9:00 p.m.
Motion to adjourn made by Howard Fife, seconded and approved by all. Meeting adjourned at 9:20 p.m.
